In the MEP (Mechanical, Electrical, and Plumbing) sector, a Costing and Billing Engineer plays a critical financial and technical role. They act as the bridge between the on-site engineering execution and the commercial management of a project, ensuring that every meter of pipe, conduit, or duct installed is accurately accounted for, priced, and billed.


Here is a comprehensive breakdown of the core work scope for an MEP Costing and Billing Engineer:


1. Quantity Take-Off (QTO) & Estimation Before any billing happens, the engineer must determine exact material and labor quantities from the technical drawings.


  • Drawing Analysis: Reviewing MEP layout drawings, schematics, and single-line diagrams (SLDs) to extract precise measurements.
  • Material Take-Offs (MTO): Utilizing software like AutoCAD, Revit, or Bluebeam to calculate quantities for HVAC ducting, plumbing lines, electrical cabling, fire fighting networks, and fixtures.
  • BOM/BOQ Preparation: Preparing and updating the Bill of Materials (BOM) and Bill of Quantities (BOQ) based on the design updates.


2. Costing, Rate Analysis & Budgeting This involves determining what the project should cost and ensuring profitability.


  • Rate Analysis: Calculating the exact unit rate of an item by breaking it down into raw material costs, wastage factors, labor hours, machinery usage, and contractor profit margins.
  • Vendor Management: Floating inquiries to suppliers for specialized MEP Material and preparing comparative statements to negotiate the best prices.
  • Budgeting: Assisting in establishing the baseline project budget and tracking deviations as the project progresses.


3. Client Billing (Receivables)Ensuring the contracting firm gets paid accurately and on time for the work completed on-site.


  • Joint Measurement Records (JMR): Visiting the site with the client’s representative to physically measure and verify the completed MEP installations.
  • Running Account (RA) Bills: Preparing and submitting monthly or milestone-based RA bills to the client based on the certified JMRs.
  • Reconciliation: Submitting material reconciliation statements (e.g., matching the theoretical quantity of copper piping required vs. actual consumption on site) to account for allowable wastage.

4. Subcontractor & Vendor Billing (Payables)Managing the expenses side by verifying the claims of smaller trade contractors.


  • Work Verification: Verifying the progress bills submitted by labor subcontractors (e.g., plumbing fitters, duct fabricators, or electricians).
  • Deductions & Retentions: Implementing contractually mandated deductions, such as retention money, safety penalties, or material recovery costs (if materials were provided by the main contractor).

5. Variation and Change Order Management MEP designs frequently change on-site due to coordination issues, structural clashes, or client revisions.


  • Identifying Deviations: Spotting differences between the original tender drawings and the actual GFC (Good for Construction) drawings or site conditions.
  • Extra Item Claims: Preparing rate analyses and justifications for "extra items" not included in the original contract BOQ.
  • Extension of Time (EOT) Support: Providing cost-impact data if design delays or variations push the project timeline out.
